Is marksmage bugged ?

I Played a game with Katarina and even if her ult reads:"each dagger applies on-hit AND on-attack effects, marksmage would do 0 damage even after I got ethereal weapon. Am I missing something? Did they also patch ivern's daisy procing on-hits because I recently had a similar game. Thanks.
