Ebrake actuator on rear calipher fully engaged, does not apply brakes

2010 mazda3, issue with right rear calipher. When applying ebrake the left calipher engages the rotor, but the right one does not, even though actuator on the right calipher is turning as far as it can go. I assume it is a defective calipher, or is there some ebrake voodoo I am missing that needs to be used?
