Missing Ch.35 benefits

I still haven't received my ch.35 benefits for September is anyone in the same boat? Im pretty sure my enrollment is verified. Is this bc of the shutdown? they said payment would still go through. Hotlines are down so i cant talk to anyone and the askva thing is a joke. any help?
