My havaese Luna keeps biting!

Hi everyone, I have a 3 month old havanese Luna, I'm trying to teach her not to bite but I am at ends wits. I have tried everything, a deterrent of white, apple cider vinegar and water which did nothing she just licked it off my hand, distracting her with a bone toy or a tug toy. When I try to distract her with any type of toy she always ends up nibbling/hurting my hands thinking its a game. She does the same thing to my feet if she sees me wearing socks she runs right towards them or my slippers and when either me or a family member is walking around her she grabs onto our lowers pants and tugs it. Any advise please?
