ACT Overlay Stuttering?

Fresh install of Windows 11 here and when ACT overlay is enabled - I am getting bizarre stuttering with it enabled. It took me a while but I traced it back to the overlay. Last night I was doing a C41 in UWU and the moment I ran to the safe spot from Ifrit and the moment he dashes across the screen locks up for a tenth of a second - just long enough for me to not make that last half an inch and get yeeted by it. I'm obviously playing in Borderless/Windowed. I know "Full Screen Optimizations" makes bizarre changes to the graphics pipeline in Windows - could that be it? I've never seen this till today.
