What does “targeted direct assignment review is in progress” mean?

I applied for 2 positions. Now that the posting closed, there’s a message at the top that says “The Target Direct Assignment review is in progress. The vacancies have been cleared and continue to be available for the Target Direct Assignment process”.

And the other one says “The Targeted Direct Assignment review has been completed”.

Competition Status is still “Application Screening”.

What does this mean??
