Can't change floor and walls of the cellar (details & SMAPI log in post)

Hello, my game doesn't allow me to change the flooring or wall type (the wallpaper). Could someone help me figure how to fix?

my platform is Windows 11 Pro

my game version is 1.6.15 build 24356

repro steps are: go into the cellar, have a flooring or a wallpaper, try to use then and see nothing happens
