No international payment gateway in nepal?

ChatGpt launces chatgpt go plan for $5 of countries like nepal and the website stated that payment can be dont in local currency i thought it will accept local visa card, pulled out my visa card, payment declined.
Why can we not purchase anything online? i am tired if this. People from india, Usa can pay internationally using their own domestics card but we cant because NRB has restricted it.
