How do they have enough spots?

Im a last year high school student in lebanon, im looking to study medecine next year in romania, my grades aren’t that good but I passed ( do you think I will get accepted?), and I have been told that non eu students have to pay a tuition fee for residency but they can do whatever they want, my question is how do they find enough spots for students since there isn’t any competitiveness and you can just pay
