Is it possible to upgrade my iPad Mini 2 to something I can actually use?

I have an old iPad mini 2. I had recently wiped it and now I can't get youtube or chrome on it. (It's running ios 12 i think). The thing is really slow and laggy. So, my question is- can I get my favourite apps on it once again?

also, I've been wondering if I could potentially install linux instead of ios on it to maybe make it run faster, as it only has 1 gig of RAM. could that work and would it make it faster?
