25 years ago I saw it as a kid and have never been able to track it down

So all I can remeber is a little girl and older lady (grandma probably) were upstairs having fun. Then a middle aged woman (the girls mother maybe) calls for the girl from the bottom of the steps. The girl seems uneasy but the grandma encourages her to go see what she wants. The mother tries to get the girl to come down stairs but the girl wont budge at first. Then the mother offers her something, maybe a cookie, so the girl slowly starts to come down and once she reaches the bottom the mother trips her and she falls on her face.

Sorry I can't remeber more! Saw this when my mom fell asleep with the TV on while I was playing with my toys. Its always bugged me that I may never know what that film was lol
