So hit and run laws in Madison are basically useless?

Just got rearended by someone on Ingersoll and Williamson and I pulled over to the side to exchange info and they took off. Since they just kept going, I ended up going down Jenifer and saw them when they tried to pull off to the side and they proceeded to hide in the parking lot behind Mickey's and I got their license plate, but when you report it to the police they just have you goto the Department of Transportation website and then they say only if the damage is more than $1000. The damage to my vehicle looks like it's just cosmetic now, but I don't know how much it costs yet but give me a break.

I mean, I'm gonna report it to the state DOT but not sure if I'll file an insurance claim yet and I know I'm pissing in the wind here. Just needed to vent because there is ZERO accountability to the offending driver.

Anyway, if you see a dirty white Nissan with the license plate AUB-1523, keep your wits about you. They'll hit your car, take off, and try to hide.
