New hpi visa changes : from certainty to gamble ?

Hey everyone ! So I had been contemplating applying for hpi since a while now( was hesistant applying before getting a job ) ... n then finally I decided to take the leap of faith , and applied for ecctis verification....within 3 days , the visa policy changes :(.... with the university list expansion and a cap on visa approval, does it not increase the chances of getting rejected , after paying the hefty visa fee/health surcharge?
