Was Green Lantern (2011) supposed to be a “JLA: Year One”-style start to the DC cinematic universe?

Was their plan essentially to make Hal Jordan the first true superhero in that world, much like how JLA: Year One portrayed the League forming before Superman and Batman were involved? The movie had no mention of them, and tonally it felt like it was trying to set up an earthbound hero connected to a bigger cosmic network (the Corps). Was that the idea to build a universe where the Justice League started with the GL, Flash, maybe Wonder Woman later before the “big two” showed up? Curious if anyone knows what WB’s actual intent was at the time.
