city of Vaughan worker threatened to kill my dog- showed a knife

im not sure what to do now

i was walking my dog with another dog, i needed to clean up after my dog but the 2 dogs were fighting so as i am breaking it up a city employee says pick up my dogs droppingsi tell him i will in just a second so i can get the dogs to sit then he goes to the other workers he was with and they are pointing at me. after the dogs are settled and i clean up after my dog i tell him to make sure he knew because i dont want a ticket then he says "YA you should have done it when i said to" i was then rude and told him that he is a idiot and to keep cutting the grass. then he drops his equipment and starts walking towards me one of the dogs is an attack dog and can attack on command i warned him to not get closer because of the big dog he said "ill slit your fuckin dogs throat" .i then said "oh ya with the grass cutter" then he said "no with this" and pulled out a pocket knife and was STILL walking towards me luckily for him i have control and refrained from letting my dog tear him to pieces and i slowly backed out of there but why is this CITY OF VAUGHAN WORKER pulling out a knife that guy needs to be fired
