Is it ok to talk to a girl with headphones at the bus stop?

I ride the bus from my apartment to a university campus and recently I have seen this girl at the bus stop at the bus stop a few times now with headphones in. I want to be a gentleman and talk to her but I don't want to interrupt her if she doesn't want to talk. Idk if she is just listening to music or doesn't want to talk. Should I talk to her?
