Can my parent contact FRO?

My mother is separated from my dad. According to the separation agreement, he owes her spousal support. He hasn’t made a single payment in months. There is a clause in their separation agreement that states he will pay and no one will contact the FRO, however he isn’t doing it and she needs to contact them. She is afraid she isn’t “allowed” to do so.
