Custom plush price/unit?

Hi, people who have been bulk buying custom plushes I'm curious what you guys have been paying per unit? I got a price quote for $11 per unit for 100 quantity order not including shipping. This is a 30cm or 11.8in plushie. With shipping and tariffs included this would jack the price to almost $20 per unit. That sounds pretty absurd to me.
