Will the new mona buffs make her good for Hu Tao? And C1

I have a pretty good hu tao but I have neither yelan nor furina for double hydro, recently I'm using aino but she's stuck with nefer. Will the new mona buffs make for a good double hydro w/ xingqiu?

Another important question is is it worth getting the C1 Mona from the the constellation event? I already have c1 but originally planned on getting her c2 cause I don't know anyone else to choose in the event.
