Is Minnie Mouse van available for Port Orleans?

I'm looking at a quick solo trip in January at Riverside, and I thought I heard the Minnie Van pickup from Orlando Intl was only available if you were staying at the deluxe resorts. Is that right or will is it for all the resorts? Or is there a cheaper option to get me to & from the airport?
