Amex Reward dollars stuck in pending even after statement generated and balance PiF

My statement generated 10/24, I PiF the balance, but my 3% rewards for BCE are still stuck in pending. Customer service has not been very helpful saying that once the minimum payment was received they should be available. Anyone else have suggestions or tips?
