Annie's hunger games/SOTR

Apologies if this has already been theorized/discussed!! I'm thinking about Annie's games, and the fact she won due to an earthquake causing the arena to FLOOD.......... SOTR anyone?! Could this have been another attempt to destroy the games by Beetee, haymitch, and maybe Finnick this time???
