Are the infamous modifiers from mercenary league going core?

Does anyone know if the infamous modifiers from mercenary league going core? I'm thinking about using Spectral Throw of Trathas, but I'm worried the "Each Projectile created by Attacks you make with a Melee Weapon has between 50% more and 50% less Projectile Speed at random" modifier won't exist.
