Arrival at Tokyo Haneda Airport

I will be landing in Tokyo Haneda Airport T3 next month for my trip to Japan. Have a couple of queries and would appreciate help and guidance on these.

1. Practically, how long does it take to do all the formalities (assuming I'll be filling out Japan web) - immigration, customs, picking up JR pass and physical suica card.

2. I'll be having around 3 pieces (one check in suitcase, one cabin trolley and one backpack) weighing a total of around 35 kgs. How stricts are the rules for commuting to central Tokyo through the Tokyo Monorail ? (I read on their website that I ly 2 pieces and max 30 kgs is allowed). I am aware that there are other options like the bus but I'm inclined towards using the monorail, thanks to the amazing views it offers.
