Public companies making ridiculous profits shouldnt be allowed to do mass layoffs

I know this sounds anti-capitalist and socialist, but with tech companies like Microsoft and Amazon laying off tens of thousands of people and affecting millions of households, despite making record levels of profits every quarter - layoffs cant be justified.

If a large publicly listed company is making excessive profits with returns far above industry (say, the Return on Capital is 3x the industry WACC), the company shouldnt be allowed to do mass layoffs, unless a collective negotiated settlement is reached administered by the government.
