Anyone have the BWL second meter for EV charging?

I'm going through the process of getting the second meter for my EV charger using their rebate program. The electrician warned me that there may be hidden fees beyond just the $5 a month base for the meter. He hasn't seen anything with BWL but he knows someone that got Consumer's version of this and it's actually $20-$30 a month base fee even if you don't use it, after all their hidden fees and charges. Does anyone have this second meter with BWL to help me figure out if it's worth it for me to get this?
