Any and all videos played on my computer keep pausing and playing at a very fast rate — they are unwatchable

I can only explain this problem With a video. Basically, whenever I play any videos(or audio tracks) may it be on YouTube, my media player from files, Spotify, etc it pauses and restarts at a very fast rate. I have unplugged my keeb and mouse to make sure that there are no random inputs. I tried different browsers, areas, the problem is still here. PS- I use a very old 1050ti Please help, dm if anyone wants video of the issue to help
