How do I date while being hearing impaired?

I'm female 23 years old from a small city, I've never really dated and it frustrates me that I can't go to events or places to meet men of my type cuz I can't hear so how would I communicate with people in events? even dating apps are shit, I can't even meet a normal guy there, I can't even leave my town.
