Submit directly to BVA or to Consulate General in San Francisco?

I'm in Seattle and our Honorary Consul does not offer services related to citizenship applications. Should I submit my application to the Consulate General in San Francisco or directly to BVA? I'd have to mail it either way so I'm leaning towards directly to BVA. Their address is listed on their website as:
Bundesverwaltungsamt, 50728 Köln Germany
But I've seen it on posts here as: Bundesverwaltungsamt / Barbarastrasse 1 / 50735 Köln / Germany
