[2000s] [PC] Game about a guy destroying a happy world

I game about a guy destroying a happy world and chases down kids. Like the guy can destroy the happy world wherever he walked, like it turns it into a darker version of the world and he has to chase down these kids and turn them into something like a candle or something.

It's a weird game but that's what I remember in what little memory I had. It on PC and very indie I think. He can pee if idle (Not sure if that helps) It's sorta open world? Like you just go around destroying it either by walking or doing something?
