How to deal with a corrupt mseb official?

So I have purchased a flat on resale recently. So for the name transfer in electricity bill I've uploaded all the documents along with fees of 180 rupees by 16th October on mahavitran app.

I had been to the mseb office to talk about it and the person who takes care of it said he is going for a Diwali leave and will be back by 27th and do it. His body language suggested if I can shell some cash he would do it ASAP but I moved on thinking he will do it.

Today's it's 28th and the app shows documents as submitted. I seriously doubt that things will materialise positively till I cough up some cash to this guy.

I've raised grievance of Maharashtra government's grievance portal hoping it would expedite the matter. Just wanted to know if someone has gone through the same and survived by not paying bribe.

I just don't feel like these losers deserve any bribe. Help your bro here mates.
