AZ DES - does the shutdown effect customer service reps?

I tried calling to renew benefits. There isn't an option to talk to a live rep and was just wondering.

For some reason AZ DES never sends me reminders anymore and I think I have till middle of Nov to renew. I can never "renew" online. The button is always greyed out so I always have to call.
