When do I get to remove this shitty app?

I'm 16 now and I swear I remember on like my 13th birthday it said I could remove the app if I wanted too and I tried to yet eventually gave up because it was too annoying and only just remembered recently, how do I check if I am able to remove the app because I just got a new phone today and stupidly set it up using this Google account. If I can't remove this is there any way to switch Google accounts or not?
