Laptop internet speed limited to 9Mbps, weird.

Hello, as i have said, my laptop has been getting a fixed internet speed at 9 Mbps whether or not it is plugged in ethernet. the issue happened 2 months ago and now keeps on persisting. on my phone, it is 60 Mbps. What should i do? i tried to update the drivers but they are all up to date.
