Where to go for Halloween in tokyo?

Hey everyone!

I just moved to Tokyo this year, and this will be my first ever Halloween here and in general too😅.

I’ve read party in shibuya out in open has been restricted for quite some time. so I'm trying to figure out what people usually do and where do they go.

Basically just want to experience the Tokyo Halloween craze and maybe meet some new people too 👻
