(Batman) Gotham's order is rigged by chaos, considered to be one of the most dangerous cities in the world, Bruce Wayne refuses to accept Gotham as that and realizes that if he doesn't do anything, no one else will. By day, he spends his entire fortune helping people with social programs, offering jobs and creating charities. By night, he preys on criminals, starting his journey by taking down mobs who don't even understand what's happening due to being used to nothing ever happening to them, rich and corrupt people who eat the city for their own gain and as time progresses, supervillains who gimmicky supervillains who are sick of him and want him gone. His presence in Gotham reaches a point where the court of owls, a secret society that has secretly run over Gotham, declares both Bruce Wayne and Batman the enemy number one due to how much change they have brought to the city.

“Ladies. Gentlemen. You have eaten well. You’ve eaten Gotham’s wealth. Its spirit. Your feast is nearly over. From this moment on…none of you are safe.”

(Luffy) The world is split into two factions, Marines and pirates which is also split in thousands of other factions. Luffy favors none, the government considers him to be one of the most dangerous pirates due to how unpredictable his behavior is, one day he can be fighting marines while other he is fighting pirates. Luffy refuses to take orders from anyone. His enemies being people who abuse their power, either tyrants who control islands and torture the population, by starving them, force them as slaves, forcing them into poverty, applying inhumane rates to medical insurance, causing civil wars for their personal gain and a long etc, that or government members who abuse their power to cause genocide on people they don't like/consider them to be dangerous, allow slave ownership and prosecute those who help them or the slaves themselves who escaped. Most of them couldn't even comprehend.
