Best fighting game shot to date

We know that it was thanks to Shotos from Street Fighter that the archetype was born for the first time, and that Ryu is the most complete character in the franchise (In gameplay, design and history) But in your opinion, which do you think is the best game among the different games of the genre? In my opinion, Kyo Kusanagi from KoF XIII is the coolest Shoto in terms of gameplay
