Is it even possible to have enough customers for unique commercial buildings?

I have a city of 95,000 people in it and every single unique commercial building I've dropped is begging for more customers. Is this just one of CS2's many bugs or am I missing something here? These buildings are typically close to large population centers, high density res with 400 people in them etc.
