Is there a gamecube homebrew game scene? (Read desc first)

Im talking about like a game made in like c++ or c from the ground up by someone outside of Nintendo (like a little fan game basically ) im not talking about HOW to mod a gamecube or get dolphin or anything like that. Im asking is there fan made games for the gamecube at all?
