I can't log into any account and I'm losing my mind

Hello, I have two PayPal accounts: a business one and a regular one, each I've been using for a long while. One day, I decided to make a new account for a side business to keep it all organized, and I used the same phone number. Since that moment, everything went to absolut SHIT. I can't access any account anymore, they keep saying they can't verify my identity on any of the accounts. AND IT'S GOTTEN WORSE. When I log in the only option I have is recovering & changing password and the phone number that's listed it's not even Mine it's my sister's. I never EVER used her phone number, and when I bypass the code (she shared it with me) it changes HER PayPal password even though I used MY EMAIL to log in. I'm seriously losing my mind. We tried multiple times again LOGGING IN WITH MY EMAIL CHANGES HER PASSWORD. I'M AT A LOSS. HELP
