Zones outside buildings

I really like zoning the museums once they get bigger. Sometimes I place interactive exhibits, the memorials etc outside buildings, but the donation bins never get emptied. I can't include this outdoor areas into the zone sections, even when they're a square away. Is there a way to include them? Thanks.
