[Unknown][late 90's early 2000] Possibly never released action game I saw in a magazine...

Action (?) game I saw a preview of in a magazine, late 90's early 2000. Possibly never released.

OK it won't be easy as my memory is fuzzy, but I remember seeing the preview of a game still in early devellopement more than 20 years ago in a video game magazine. The story was about the crew of an airship (?) crashing at the top of a tower, and having to survive and fight to the botom in order to escape.
There was talk about an "artificial stupidity ", possibly making the ennemies take bad decisions. Design of the bad guys was pretty cool, I remember a butcher kind of monster, possibly with legs replaced by meat cleaver (?). The game may or may not have been canceled or reworked into another title... If it rings a bell for anybody, any info would greatly be apreciated. This one has been puzzling me for a long time !
