Using Red Card for ISAP Visit

Hello, my fiancee is currently in the ISAP program. I cannot really find a lot of information on this online- and they don't even let me attend her appointments to ask questions. She has some upcoming home visits scheduled and I recently saw something called a red card that just lists her rights and instructs an ICE agent to not enter the house. I was curious if this is a good idea to deny their entry into our apartment. Is there a risk of her being detained?
