Starting point?

So I have the Leviathan box set, which is good because of the ballistus. However I’m looking into potentially expanding into an iron hands themed army, my local GW store has sold out of Caanok Var but has the combat patrol. Is this a good starting point? I’ve heard folk say it’s a terrible box?
