Any perks great for passive health Regen?

Returning player, when I used to play I swear I had that radiation gives back more health perk card and such and I swear my health would passively Regen however now I noticed my health doesn't regen at all (recently had been a ghoul and reverted back)

Am I using/thinking of the wrong perk card?
