Why so antisocial?

Why are so many Albanians antisocial or just plain criminals? Every single Albanian I have known has been like this. Statistics also show 1 of out 50 Albanians in UK is in jail so it's not just me. Even in the posher parts of London they behave the same. I don't think it's a regional thing as I know many people from Serbia, Montenegro and Macedonia who are nothing like this. Is it a cultural thing? Or do all the criminals just leave Albania to go to other countries while the good ones remain behind?
