What’s the move here

Sorry if this is a stupid question, but I’m fairly new to pokemon Go. Finally got into a group for a raid, took down Giratina but I couldn’t catch his fuckin ass. Had 13 tries used all golden raspberry’s even got one excellent throw but still couldn’t seal the deal. What’s the move for catching legendaries after the raids?? Is it just luck?
