Are US admissions contextual

Hey everyone ,I am a high-school graduate from pakistani applying to US schools in the upcoming January. I have been hearing people say that US schools admissions are contextual meaning you are compared with someone from a similar background to you to evaluate your application . Can anyone help me with this and tell me whether its true or just a myth
