Guy reaches back - what does this mean?

To keep this short - went out a few times with a guy earlier in the year, we met in a very nice way where we just ran into eachother at the shops. We got along so well and always talked for hours. After one of the dates though I felt very nervous and maybe got him confused over that, and then he disappeared for apparent family issues he had. I think I over texted as well to be honest.

Past months though has been different, he got back in touch, we have texted, like once in two months kind of frequency, if the topic of meeting up came up he would just talk of it hypothetically. Anyway I recently told him I got a new job and would be moving soon (just 40 min away) and he was all nice about it and said he was very proud.
A couple of days later he messaged me to meet and we did, I just wanted a catch up. We had a good time talking, but before I left he gives me a really intense strong hug. Like a "you need this hug" thing, as he kind of knew I have been having stressful times. Then he kissed me and was very intense with that too, and asked me whats been up. I told him I wouldnt say anything because he wont be there anyway. He then with a serious tone said he will be there and all. And later as he was kissing my face he said "whatever mood youre in.. if you want to be cuddled.. if you want more (no we have not done that).. if you just want to talk to me.. Just call me and tell me and ill be there" kind of things

Now, I am not looking for anything serious with this guy, ill be honest I once maybe did but I dont know what to make of him. What does this behaviour even mean? i know that at some point past months he was talking to someone, I guess that didnt work. And he mentioned he is working towards buying a house, being someone who can provide for when he settles down. So he clearly thinks in that way and he is family oriented. I just kind of wonder, am I being seen as a meet up and kiss kind of girl? Someone he isnt strangers with, maybe cares for but doesn't want to date?

I dont want to ask him this, just wanting any boys opinion.
