When this is all over Chicago and the State of Illinois will prosecute man-lets like Bovine for their crimes against humanity under color of law. This is just a basic outline of their crimes:

1. Constitutional and Statutory Framework

If a head of ICE operations (or any federal law-enforcement official) in Chicago were found to have committed violations while “under color of law,” potential criminal and civil exposure would fall under several well-established statutes — many of which are independent of political administrations.

These laws are already on the books; a new administration might only change the Department of Justice’s enforcement priorities, not the statutes themselves.

🧾 2. Key Federal Criminal Statutes

A. 18 U.S.C. § 242 — Deprivation of Rights Under Color of Law
	•	Makes it a federal crime for any official acting “under color of law” to willfully deprive a person of rights protected by the Constitution or U.S. laws.
	•	Covers: excessive force, unlawful detention, abuse of detainees, fabrication of evidence, or retaliatory arrests.
	•	Penalties: up to life imprisonment if death results; otherwise up to 10 years.

B. 18 U.S.C. § 241 — Conspiracy Against Rights
	•	Criminalizes two or more persons conspiring to injure, oppress, threaten, or intimidate anyone in the exercise of their rights.
	•	Frequently charged when agents collectively violate rights (e.g., coordinated unlawful arrests or falsified reports).

C. 18 U.S.C. § 1001 — False Statements
	•	Covers knowingly falsifying reports, submitting false statements to investigators, or lying in official documents.
	•	Punishable by up to 5 years (8 if related to terrorism or violence).

D. 18 U.S.C. § 1519 — Obstruction of Justice
	•	Criminalizes altering, destroying, or concealing records to impede a federal investigation (e.g., body-cam footage, detention logs).
	•	Up to 20 years imprisonment.

E. 18 U.S.C. § 1621–1623 — Perjury
	•	Swearing false testimony under oath in court or congressional hearings.

F. Civil Rights Statutes for Systemic Misconduct
	•	The Civil Rights Division of DOJ may also pursue a “pattern or practice” investigation under 34 U.S.C. § 12601 (formerly 42 U.S.C. § 14141), authorizing civil injunctions against departments that engage in routine constitutional violations (e.g., unlawful searches, racial profiling).

🏛️ 3. Illinois-Specific / State-Level Exposure

While ICE is a federal agency, joint operations with state or local law enforcement can open liability under Illinois criminal statutes, particularly if conduct occurs off federal property:
	•	720 ILCS 5/12-3.05 — Aggravated Battery (excessive force causing bodily harm).
	•	720 ILCS 5/10-3 — Unlawful Restraint or Kidnapping (unlawful detentions without proper warrants).
	•	720 ILCS 5/33-3 — Official Misconduct (knowingly performing an act forbidden by law in official capacity).
	•	720 ILCS 5/26-1 — Disorderly Conduct (false reports, fabricated emergencies).
